Tranferring work permit without LMO

Hello,

I am a provincial nominee here in NL. I have already done my medical and is just waiting for the next steps to residency. My question is that, I am on a work permit with employer A and currently looking for another employer. There have been some interest on me already.

At first the immigration officer told us that we have the option to transfer work permit without the need for LMO and if we get a job offer letter we should give it to him and he will give us an endorsement letter to submit to CIC for the work permit transfer, but now he said that he wants to verify that my current employer is OK with me leaving. Of course they will not be. And he said that he cannot support us if our current employer is not OK with any of their internationals leaving.

So my question is: Can I still get a transfer? Without an LMO or an endorsement from the PNP office. Is possible to get an open work permit instead?
