tracker is green for us but grey for our son

Hi,

me and my wife have just noticed that all the indicators on the trackers are green except for the oath of citizenship; however, we noticed that in our son's tracker, the 6 indicators are all in grey still (his tracker just confirms that the file has been received).
Is it a normal situation?
