I think we are in the same situation. I landed on Aug 19th at Queenston Lewiston. I called few days ago and learned that my app has not been touched yet. Maybe they just wait for a certain number of applications from Niagara and then process them all at once instead.
Planning to have a business international trip next month waiting for the card though
 
What time was it?

I logged in around 6:16 AM EST and noticed that the status was "Application/profile updated".. Went to the next screen, came back, it flipped back to "Submitted". No emails notifications till now but I have read that emails takes time.
Saw a similar update without immediate email before I received the PPR a year back.

Sep 9 - Approved and Mailed

Have not received it....Canada Post is really slow...
