Still no PR card. CIC said it was mailed on Feb 7.

Yesterday one agent told me it was sent to my old address but today and last week different agents said it was sent to my new address.

This is a disgrace.
 
Sharing this in case information is helpful to anyone.

Whoever posted the number (and subsequent options) to reach CIC (IRCC now) from outside Canada, many, many thanks. I can't recall the thread on which I saw the OP, else would quote it here.

If you're calling from outside Canada, do the following:

Options: 1 1 1 2 3 2 0

I called IRCC just a few mins ago since my PR card arrived last week (38 days from landing) but the cards for spouse and child are pending. All landed on the same day. All photos were taken by the same studio.

Turns out, they need new photos for both of them. Agent said she'd send me instructions via email and I got that message promptly after my call.

When I asked how long of a wait it might be once they receive new photos, she said they were processing a lot of retakes so couldn't give me a specific time frame. Just said it could be several weeks. Also confirmed that it is possible to take and mail new photos from outside Canada, as long as pictures meet new specs.

Finally, it is possible to enter Canada with the COPR document that was stamped during landing but only via road in a private car. PR card is a must for all other entries; or need a travel document.
 
@Jamason and @Deccan - what can we say about the agents here... the same specs for all of your family members and not all got processed. I guess something to do with the head position though. In the photo specs they have specified head length and other dimensions. I wish you get your PR cards soon.

Dear Jamason,

I received my card yesterday.. It was mailed to my lawyers office. My family members got their card 2 weeks ago at my residential address. I still can't figure out why CBSA / CIC officers during landing did not update my address.

hi Vasu. Good to hear that you received your card. It seems a bug in their software. I have noticed this in ECAS. Sometimes it shows the address that I used when I applied for Work Visa. Then after few days, it switch back to my current address.

The thing is even with the professional photographer and using ruler/scale to ensure they are according to their spec still didn't satisfied the officer. :-). A comment would have helped me while re-requesting for the pictures. With much ambiguity, I have resent. Let's see.

Depends on the current processing time which is 45 days. But you might get it earlier as well since you were already in queue. All the best.

Regular mail... No way to track in case it gets lost. They should include the fee of tracking mail postage as well in the application fee which would be much easier and stress free.

+1, I would say it is a super retarded process for not using tracking mail to send PR card.. It is a super important card for PR holder plus it will take forever to get a replacement card in case it is lost. Delivery failure is simply unacceptable.

message to CIC!!!!.. please fix this process and charge us the fee for tracking mail...

It used to be 90 days to get the pr cards, they just accelerate? :P

Hey jamason,

ECAS still works for you? I thought that it was shut down for all EE applicants. I tried to login using app number, CoPR number, UCI, but it says that system can't identify me.
