One thing I'm curious about: How can people who did their Landing in mid-December already be receiving their PR Cards, while people who had to re-submit their Photos in mid-November are still waiting? Are these applications going into different queues? It just seems skewed and unfair to me that some people have been living in Canada for 4+ months now without having a PR Card (expelling them from many important services) and others are getting prioritized over them.

Personally for me; I landed on October 9. Re-submitted my photos December 10, but am unable to renew my BC Services Card or apply for a Driver's License because the Landing Document is not an accepted ID for PRs.
It is nothing new .. Don't we see the same thing in processing of PPR applications? Is it fair ... most definitely not. But I guess that is how things work in most government run processes. We just need to live with it.

Also, as mentioned earlier on the thread I think the process of accepting of photos also seem to be broken or arbitrary. It is hard to believe that so many people have the wrong photos and some people have taken photos at places which are recommended (or approved) by IRCC itself.

I will be doing soft landing in few months and everyone has been telling me to get photos redone in Canada once I land. :)

But a delay in PR applications doesn't actually lead to big implications; people end up waiting a bit longer but that's it. In this case, thousands of PRs in Canada are waiting while not having any kind of acceptable primary ID. It's the kind of issue for which "we are super busy and doing the best we can'' isn't a satisfactory answer because it makes it more difficult for new immigrants to get up to speed here.

If these delays continue, they should consider finding a different method, where perhaps they produce the PR Card before we do our landing?

I don't agree with the first line :) But I agree with everything else you say. The reason I mentioned PR application processing was to say that their processes inherently seem not to follow a FIFO approach. I would imagine may be there is a method behind all the madness which we both are not privy to but it all seems rather unfair given that so many things seem dependent on the card. I didn't know about the things you have mentioned. I did write a couple of feedbacks to IRCC using their website about their PR process and if you feel up to it may be you should point these things out to them using the feedback link. There is 99.99% chance no one ever reads those and even someone reads that stuff it is ignored but that is all we can do. And if there is .01% chance someone will read the feedback and make some changes may be someone down the line will benefit.

Agreed, it does lead to implications. IMO being a PR puts you in different category; you're now a taxpayer, working a job, contributing to society etc. That IMO gives a bigger degree of entitlement than someone applying for PR (don't get me wrong; I still think they should still improve the process on all fronts). I don't understand how any logic other than FIFO would make sense though.

I think the main thing we can conclude here though is that Canada continues to increase its target for immigration, but doesn't actually increase the available resources sufficiently to handle it.

No you’re right. I agree being a PR probably should have more entitlement. May be it gives more weight to your feedback as well. So may be it should be raised at appropriate level.

I guess yes one of the reasons may be increase application load but I don’t think going FIFO requires anything extra. Its just that the mindset is not FIFO. And I get it 100% FIFO is not feasible but I don’t think there is any effort in the first place to achieve that.

Anyways hope you get your PR card soon.

Hi everyone!

When I logged into my CIC I saw it says profile updated but there are no status changes. Is this a ghost update? Is there a possibility of getting a second photo request.
They received my first photo resubmissions November 29th

Yes, That is ghost update. Actually my photo received on 29th November. I got the same update. We will receive PR card soon. I called today they said photo accepted and card under process.
