You could call in this number from outside Canada +6139444000 then press 2-3-2-0 to the agent regarding to know the status your PR card.

Landed: 11/02/2017
PR Card approved: 01/03/2018

How do I know it was dispatched? Or do they do that on the same day?

Also, I'm currently in the US and I'm going to ask my friend to ship it to me after he receives it. What's the best way to do this? Fedex or DHL?

I just called them. The lady told me since in outside i have to send an email or a query or let someone inside call on my behalf. Just asked a relative to do so. Let's see.
