TR to PR Pathway COMMON LAW

Hello everyone!
just want to ask, if anyone has the same experience as me.
I want to apply for TR to PR pathway. im currently in a common law relationship with a canadian citizen. when I put my status as common law on the application, it immediately shows that my common law partner also has to submit the following requirements :

• Schedule A – Background/Declaration [IMM 5669], mandatory

• Copy of the biographical data page of a passport or travel document, mandatory

• Additional Family Information [IMM 5406], mandatory

• Medical examination confirmation (IME), mandatory

• Police certificates, mandatory
• Digital photos, mandatory

but he is a citizen already, so i dont think he needs to submit this documents especially the medical exam.

hopefully someone can help and provide your opinion as to what i can do.
