I recently graduated in Quebec and I got a permanent job offer in Quebec. Could I apply for the new TR to PR program?
Should I need to add any proof of my intent to live outside Quebec?

If you meet the one year work experience requirements in one of the selected NOCS then yes. You need to show that you intend to live outside Quebec like paying rent on a home outside the province.

Could a sworn statement be enough as a proof of intent to live outside Quebec

How would that be enforced? You have a permanent job in Quebec so you will want proof at some point that you are intending to move to Ontario or New Brunswick (I assume).

Actually I really want to reside in Alberta, but I would like to exploit this golden opportunity before moving, cause I'm not sure that as soon as I will be there I will get another job cause I recently graduated and I don't have enough work experience

But you have a year of Canadian work experience in one of the essential NOCs to apply, correct?

You should be very careful with your intention to live outside Quebec, if you plan to work in Quebec and apply with Quebec address, then the officer will ask you to provide strong evidence (lease agreement, driver licence, etc.) that you will reside outside Quebec. You will be more suspicious and it is a possibility that the officer will do more background checks that will cause delays. So to exclude all these suspicions, it is highly recommended to apply when you reside outside Quebec with a good LOE where you will convince the officer that you don't want to reside in Quebec and explain that this job in Quebec is temporary and you maintain your address in your province.
