I need to apply for CANADA tourist visa. what is the best way? online OR mail OR walk-in ?

and what should be the proof of departure? Do I need to purchase the tickets to CANADA first ?

There's generally no walk-in. Online and mail are your two options.

Don't buy a plane ticket until after the visa has been approved. You can provide an itinerary instead.

Yes, plain paper is fine. Itinerary is strongly recommended, invitation letter is also recommended but not required.
