IMO, your younger brother has a 50-50 chance of getting approved. This is because his family ties to Pakistan will be weaker as both your parents are visiting + he is a student with no other ties + no previous travel history. You can try though.
You must include:
1. A letter from his college/university (stating he is a bona fide student + has enrolled for the third-year of that study program + the date when the third-year classes will begin) + tuition fee receipts for the next academic year + exam results of the second year + college ID [red] all of them will be arrange[/red]
2. Do prepare a detailed day-by-day itinerary..... like a tourist.... with expense estimates (although you will support his visit). Do NOT limit his purpose of visit to only attending your son's birthday party/your brother's birthday. [red] Yes, I remember you told me last year when I was applying for my parents visa [/red]
3. If you have booked a venue/other bookings for your son's birthday then include that evidence. [red] Venue is not booked yet we might go out of city or Niagara maybe....[/red]
4. Does your brother have a bank account? If yes, can he prove he has funds without borrowing? If no then you must include a 'Letter of Financial Support' from your dad + your dad's bank statement (without any large, last-minute deposits). [red] My brother doesn't have bank account however my dad has almost CAD 12,500 in his account since last February [/red]
5. Is your brother a member of any volunteering organization/charity work/sports club? If yes, does he have any event scheduled after he returns? [red]I do not think so. I will ask him still [/red]
6. Have your parents booked their plane tickets already? If yes, do include copies of their bookings + if it is non-refundable/no date change then highlight this fact. However, do NOT book any tickets for your brother until a TRV is issued [red] will enclose ticket reservation for all three of them [/red]
