Tourist Visa application for disabled person

My younger brother is 25 and visually disabled. He wants to accompany my mother to visit me in Canada. Since he is wholly dependent on my parents, I dont understand why CHC-Delhi told him to apply on a separate application form from my mom?

He did fill out a separate form, but will the High Commission know that they should consider his application alongside my mother? He obviously has no assets, income or financial standing of his own.

They gave them separate file numbers. My concern is that if we try to correct the situation and ask them to consider it as a single file now they will both end up looking suspicious. Surely its better to pull back the application and resubmit ona single form?

Any advice is welcome

1. Assuming your brother is over 22 he is not a dependent so has to have a separate application and file no.
2. They should have submitted the TRV application in the same envelope, Delhi will probably consider both together, but they may only issue a TRV to your mother and not your brother, but who knows.

Even though he's wholly dependent, he still needs to apply on a separate form? So pulling back the applications makes no sense then, since next time they will have to send two forms anyway.

Lets assume they wrote to the High Commission cancelling the separate applications and explained their situation. Would it prejudice a future application by either one or both of them? I'm asking because if only one gets a visa then thats the least ideal. Maybe better to wait?

Again, your advice is deeply appreciated.
