Just trying to help. Your case is an illustration of a failing on the part of CIC where there is a loop of expired checks through no fault of your own. Approaching the MP will still be a worthwhile thing to do.

Another issue is that a fraud ring for retaining permanent residence and obtaining citizenship was discovered in Montreal so CIC are really scrutinizing files from here. A significant portion of the fraud seemed to be by permanent residents based in the Gulf who were declaring residence in Canada while actually absent with consultants in Canada creating a false trail of their presence in Canada such as pay stubs, invoices, T4s etc.

This fraud has affected all applicants with CIC increasingly issuing Residence Questionnaires.
I want to know for my wife who will be eligible to apply for citizenship in May, 2013. Can we send extra documents for her while applying for citizenship to avoid getting an RQ. She is a housewife all her time in Canada and has visited India once and visited USA four times since she landed in Canada. Total days spent outside Canada are 150 (approx.). Also, few same day trips to USA that we are not supposed to declare unless CIC asks for it later on. I don't even have exact dates for same day trips to USA.

The extra documents could be as follows:- Just a thought on document list. The below documents may not be relevant. I do not know what documents CIC asks for RQ to prove residence in Canada.
- Tax documents (Income Tax Assessment) of me and my wife or Option C for me and my wife for all previous 4 years.
- Job letter from my company that I have been employed full-time in Toronto since 2008.
- Auto insurance papers for my car. Car is under my name.
- Letter from my Landlord that I have paid rent on specific months or Bank letter that I have been paying rent.
- My Credit card statements and/or monthly account statements. My wife does not have a credit card.
- OHIP (Health Card) entries of my wife's visits made to doctors and hospitals.
- Copies of all pages of her passport showing entry/exit stamps.
- Affidavit from me that she has been living with me since she came to Canada. Also, I have been living in Canada since 2005 and I became Canadian Citizen in 2009. I became Canadian Citizen before my wife was landed as a PR in Canada in 2009. - Don't know if Affidavit would help.

If someone has sent all or few of above documents along with Citizenship application. I know that these documents are not asked for while applying for Citizenship, but may be required to submit if replying an RQ.

Send in only what is requested on the citizenship application form on the date she applies.

Including additional info may raise suspicion that you are trying to hide absences and it doesn't stop an RQ being issued regardless. In any case most of the documents on your list pertain to passive indicators of residence i.e they don't necessarily require your physical presence and are about you not your spouse.

What activity does your wife carry out such as volunteering that requires her to be physically present in Canada? Other indicators includes bills from obtaining medical services e.g. doctor visits. You should also get an ATIP request to CBSA for records of her Canadian entries and a CBP request for her US entries/ exits.

Thanks Msafiri for your response. My wife is not involved in any volunteering work. How to request CBP request (any website/office) for US entries?

1. CIC appear to be ok with your declared days as they cleared your immigration check so I don't think sending CBSA entry records makes a difference. In any case if you apply for them via an ATIP request it may take up to 70 calendar days to receive them. It would be interesting to see if mailing CIC a written authorization that they can access your CBSA records electronically suffices instead of you having to apply for the CBSA records then sending them to CIC. This would save time.

2. IMHO no harm in sending FPs..it may save you some time incase they ask you for the them by mail. Depending on who you use the FPs can reach CIC within a week.

3. Did you apply for your GCMS notes? Have you been in touch with your MP's office?

I know its not easy to go through this but you have done all you can for now. Try to forget the process and get on with your life or else you will be stressing over this everyday. Happy Holidays!
