Thanks this doc shows clear picture. In application received by NOC tab it shows Total 108 and Global 354. Does this mean 354 people has already applied for it?

Also what should be best time to do my IELTS and ECA for next year?

see the globle is assumption but we feel its genune figure
though for IELTS and ECA are valid atleast for 2year (IELTS min)
so if you wish you can try as the cost of both any how you are planning to spend next year
