To Submit or Not to Submit

My IELTS cert will be 1 year old in two weeks time. Information on the CIC websites states that IELTS should have only a yr validity (wrong interpretation?). It is emphasized that all requirements must be met at the time of submitting forms. I have read posts suggesting holding on till the new guideline comes out. If I wait any longer, the cert will be 1 yr longer. Will it still be valid?

You can submit now, then wait for new rules. If you don't qualify under the new rules or something, you can withdraw to get your money back or wait until CIC returns your application. It is still unclear whether people whose occupations are not on the most wanted list will be able to apply with slower processing times or not at all. We will not know this until the rules are posted.

-It is accepted, considering that there is no specification that an applicant cannot submit an old police clearance certificate. I submitted application with old police clearance certificate and they accepted it. However, I collected a new police clearance certificate during visit to the country and submitted the new one to update my application. For the time being you can submit your old one. If possible collect a new one later on and send it to the visa office.
