How you know your PCC are not done? Is so weird this PCC for Mexico.
Well, I read a lot of cases like yours before I had to send my photos and fingerprints so I research a little bit and I am doing the process by myself without sending everything to Canadian embassy in Mexico. I am sending all my papers for the PCC (If you do it by yourself is much more stuff) to my dad in Mexico so they can do the process for me, but well is not that easy, you need to fill a lot of stuff and contact the Mexican embassy in Canada, well anyway, I expect to have PCC translated in 30 days, that is much faster than do it with the instructions in the CIC website. Pretty much I am doing the process like I am living in Mexico.
Next Monday my dad will have everything in Mexico and go to the PGR, after that day I would be able to confirm that I was successful in my quest.
In your case I think is better to wait. If you are calling and they said to you "the application is in process" I am pretty sure they have no idea. If CIC begin to ask you for other stuff is a good signal.
If you have no good news with this PCC thing and you prefer to do it by yourself let me know and I can help you. The main problem is you need to know somebody in Mexico.
