There are 10 points on Adaptability.

If your spouse or common-law partner has a language level in either English or French at CLB 4 level or higher in all four language abilities (speaking, listening, reading and writing). - We can get 5 Points.

Questions:

1. Is it mandatory to do ECA for spouse also or Just giving IELTS exam is enough.

No, you've got it backwards. In order to be eligible to have your profile accepted into the pool of eligible applicants in EE, you must FIRST qualify in FSW, CEC or FSTP or have a nomination from a province.

So the OP is correct to be looking at the FSW eligibility requirements first.
