I've got some questions
Does the new law applies retroactively or not
1 - I'm at 5/25/2015 became 55 years
2 / May / 2015 I have the right to apply for citizenship
Are Fill out the form on this date or to wait until 25.05.2015 became 55 years
2. Do I have the exam in the language and knowledge about Canada
3. I do not have a passport why he must type
I do not have a driver' s license, but I have permanent residency card and health card and card insurance or not enough

Hi. Apply only when you reach 55 years old you will save for test as well time
saving as well.

If you do not have driving licence you can go and make your I.D from ontario
service centre it cost you dollars 10/-

Passport where is your passport expired will also acceptable..

if you come from refugee status etc... than paper will be enough at landing time
which they have handover to you.

No you do not have to take any test bust just you have to go and get your
documents i.d varification etc.. you have to go urgently to get your I.D for
Ontario service centre available in many many places in montreal suggest you
go asap... than you have two i.d. for submitting application suggest that
you check your date of birth and give extra 5 days than apply let say
29 may and you must have i.d. before so try to get i.d first it may take
2-4 weeks to receive so better you can apply now...

I have looked in Montreal I did not find this service
I've read in the CTV site in this article to the Prime Minister of Ontario
She said
All other provinces except Quebec have ID cards for residents who do not drive and Ontario
will work with those provinces to find a way to make it transferable,

rateb55 said he/she is in Montreal. Montreal in in Quebec, so there are no Service Ontario locations in Quebec. Quebec does not offer photo ID cards for non-drivers.

Although PR cards are not specifically mentioned in the guide as being acceptable ID, I think they do meet the requirement of being government issued and having your name, date of birth, and photo. (Be sure to copy both sides.) You may want to call the CIC call centre to inquire. Because of your special situation, I recommend that you include a letter explaining that you came to Canada as a refugee and have never had a passport, and that you have no Quebec driver's licence, and are using your PR card and Quebec health card as personal identification.

This is a situation in which you should look for some community based settlement services which can provide some help in preparing for and completing the application.

My understanding was that CIC wants two forms of Identification apart from (in addition to) the PR card. But I am not sure. Again, look for some community based settlement service in your area. Or, a service specifically for refugees.
