If your points drop, you have to declare. What i would personally advise is this.

If you anticipate that your points, will drop due to language test expiry, retake the test as quickly as possible to ensure you stay above 400
If it's because of birthday - this shouldnt be a problem. A forum member reported that they waived this for him
If it's because of marriage - you have to declare and see how you can increase it back above 400 (e.g. spouse education or Language etc)

So it really depends on why, but if you anticipate it, you should have enough time to correct it.

Thanks! I will have my finger crossed for ITA. However, I checked timeline, and most people got PT within 10 days when they create profile on MyCIC. Do you think I still have the chance for provincial nomination?

Your chances are pretty good for OINP but unfortunately they don't work in the months of DEC and Jan ,

Do you know that I created my EE profile back on July 21? Don't understand why I still don't have PT Notification of Interest. I called them, but they just said there are 6 months of processing time and I still need to wait. Do you think I should email them for a follow up? If so, do you know the email address? Sorry for these non-stop questions. I just want to make sure I did every step right.

2. OINP identifies candidates in Express Entry pool

•OINP will assess your nomination according to the Human Capital Priorities Stream eligibility criteria. Your application will also be assessed to ensure you meet the FSWP or CEC criteria.

4. Accept nomination from Ontario and apply for permanent residency

•If your application is approved by Ontario, you will receive a letter from OINP through your MyCIC account notifying you of your nomination. You have 30 days to accept the nomination from Ontario in the Express Entry system.

•Nomination from Ontario will give you an additional 600 CRS points and you will receive an invitation to apply for permanent residency from CIC.

•Once you receive an invitation to apply from CIC, you have 60 days to apply to CIC for permanent residency.

•During the assessment of applications for permanent residency, CIC reviews applicants for admissibility, including health, security, and criminality checks as per Canada’s Immigration and Refugee Protection Act. CIC will also verify all information provided by applicants to register for Express Entry.
Who Can Apply to the Ontario Human Capital Priorities Stream

To be a successful applicant under the Human Capital Priorities Stream, you must meet the eligibility criteria for Citizenship and Immigration Canada (CIC)’s Express Entry system and Ontario’s criteria. You will be assessed against both as part of the nomination process.

To qualify under the Human Capital Priorities Stream, you must:
1. Have received a PT Notification of Interest from Ontario through your MyCIC account;
2. Have successfully registered for Express Entry;
3. Score and maintain a minimum of 400 points on the Comprehensive Ranking System;
4. Qualify for either the Federal Skilled Worker Program OR the Canadian Experience Class; AND
5. Indicate interest in immigrating to either Ontario or “All Provinces and Territories” when you register for Express Entry.

Make note of it

Make note of your Express Entry Profile Number and of your Job Seeker Validation Code (also known as Candidate Identifier Code). You will need them for your application to the Ontario Human Capital Priorities Stream. Both numbers are automatically generated when you successfully register for Express Entry.

Note: You will be asked to indicate which federal program(s) you qualify for on your Ontario Human Capital Priorities Stream application and which one you would like to be assessed against.

Ontario Human Capital Priorities Stream Criteria

A. Education

Have a Canadian Bachelor’s, Master's or PhD degree or an Educational Credential Assessment report produced by a designated organization indicating the foreign education is equivalent.

B. Language

Demonstrate a Canadian Language Benchmark (CLB) level 7 or above in all language competencies (reading, writing, listening, and speaking) in either English or French with a test result from a recognized assessment institution. Acceptable tests are: IELTS (General Training Test only), CELPIP (General Test only) or TEF.

Make it count

Ontario Immigrant Nominee Program (OINP) recommends you take your language tests within the year prior to the application to ensure that your results remain valid after nomination and through application for permanent residency.

Note: the IELTS, CELPIP, or TEF tests need to be taken within 24 months of application submission to ensure the results are valid at the time of permanent residence processing.

C. Funds

Have sufficient funds supported by bank statements that are unencumbered and readily transferable in a convertible currency to cover settlement costs in Ontario.

You are required to demonstrate that you have sufficient funds to support yourself and your dependents in Ontario.

You cannot borrow this money from another person. You must be able to use this money to pay the costs of living for your family (even if they are not coming with you).

Please refer to "Settlement Funds" of the Application Guide for more information.

D. Work Experience

Federal Skilled Worker Program qualified candidates: Have a minimum of one year of continuous and full-time (1,560 hours or more) or an equal amount in part-time paid work experience in a NOC 0, A, or B occupation in the past five years from the date of the PT notification of interest from OINP.

Canadian Experience Class qualified candidates: Have a minimum of one year of cumulative and full-time or an equal amount in part-time paid work experience in a NOC 0, A, or B occupation in Canada in the past three years from the date of the PT notification of interest from OINP. (Canadian work experience must have proper authorization.) Self-employment and work experience gained while you were a full-time student (for example, on a co-op work term) do not count under the Canadian Experience Class.

Note: Any unauthorized periods of work in Canada cannot be considered.

Self-employed individuals

Self-employed individuals must submit satisfactory evidence of the required work experience (e.g., articles of incorporation or other evidence of business ownership, evidence of self-employment income, reference letters from clients, etc.). They must provide documentation from third party individuals indicating the service provided along with payment details. Self-declared main duties or affidavits are not sufficient evidence of work experience.

Ties to Ontario

You are required to declare your intention to reside in Ontario. You can provide a statement of intent stating your reasons to settle in Ontario and your ties to Ontario. Please refer to the Application Guide for examples of acceptable ties to Ontario.
Can someone still register in OINP If application is already under EE FSW Inland in process ? if yes then do this effect to current EE entry application ?

your welcome first of all bhmh_90411 ....... And to your question as i said it's all random i guess and just don't cal them or bug them bbecause it will not make any difference as you aren't nominated . So, hopefully your nomination willbe out soon as they are working to clear all the backlogs from 2014 and 2015 which will likely to lead cutoffs and drop downs of CRS .... according to the news article I shared ...Hope that helps...Good luck.... :) :)
