Maybe your mom has a similar name or date of birth with the person who has a criminal record. By doing fingerprints, they can check if it's same person or not. It shouldn't be a big deal as long as your mother has no criminal record.

Also, create my cic account to check the status. Also, confirm with cic if medicals needs to be done for you mother too or not.
Ok that might be a reason. Sucks that my mom just went back to Korea a week ago. And it will take 18 week for rcmp to process it ( outside canada application)
 
We received the re-medical Jan 2nd (with pre arrival letter) and sent out the result Jan 16th. Now the file shows "Decision Made". I want to know what I should expect now? How long does it take to ask for PP request?
Is the "Decision made" real and it means that they are finalizing the documents? I have seen many posts that people say that they change "decision made" back to "in process" ....

First Medical and PC request: 15 Fab 2017
Second Medical request (with receiving the pre arrival letter) 2 Jan 2018
Second medical sent out: 16 Jan 2018
Passport request: Not Yet
Current status in CIC: Decision Made

Finally received passport request today evening without re-medical. I am going to send passport tomorrow morning. My medical is expiring on 13th Feb. Hopes I will receive the passport with visa before that. E-cas still shows In Process and MyCIC also same.

To those who cannot link their application to their account in CIC.

I just called the CIC while having my application open on the screen. While talking to them I asked to lead me through the answers. And it appeared, that the spelling of the city of birth is different on the file, not the same as on the forms that we submitted with the application. Why is it different? I have no idea.... The guy on the phone said that wrong spelling of the city of birth and wrong number of people on file (the last question on the form) are the most common issues.
In my case, number of ppl on file is 4 (apparently adults only: my husband and I + my parents). And after the guy gave me the correct spelling of the city of birth I finally could link my application.

Congratulation!
I assume that your LVO is Ottawa. Our second medical was done on Jan 15th and Ecas shows 'Decision Made' since yesterday. No PPR yet.
Do they issue a visa valid till January 13, 2019?
