Don't think so. As I mentioned before - a courier must have a waybill issued by a courier company for every envelope. I doubt a courier can issue a waybill by himself. But who knows...

I was told you could pay the first in line guy right there by filling out their waybills right at the same time. That is your "personal delivery".

Not likely as they need proof of payment and make sure the package is properly vetted before delivery. Giving the application directly to the delivery guy would compromise security.

I saw it with my own eyes guys.. I was shocked.. I had asked my guy to line up at 5 thinking this would be enough but didn't seem so..the sad part was that each courier had a guy in line and other drivers on the road(from that courier) were coming and giving them packets(late/overnight shipments)..
