I phoned CIC a few days ago and they told me "income was income" and that foreign income earned over this period counted towards proof of income.
Did CIC get it wrong? The guy seemed adamant. I questioned him twice about it.

I respect your wish to get your parents asap. But fact is we have to go thru few years to test. I can tell you what will happen on 4th jan 2016 with my limited experience of 2014 & 2015
More than 10K apps will try to reach on very first day. Now either 5 k or if Justin election promise implemented soon, then 10k app will be accepted
The way it works. Coops students will open your packages
1> Will put stamp and count number on application
2> Students will check if forms are filled properly and the forms are of correct version
Any mistake at point 2 will result in return of application. I see many people get apps returned due to scan signatures of parents or incorrect version of forms used ( many try to fill up by November only, thru forms of previous versions are almost of same type, but rule is rule,here their small changes 7 CIC update its new version in December & you miss noticing it ,miss the bus for one year). So please download and fillfinal forms only in December.
3> if up to point 2 is fine , then checklist TICK starts
a> NOAs or option c for 2012,2013,2014 will be needed issued by CRA. It does not matter what the CIC call centre chaps says to you. Also many people may try to give NOAs of last 2 year plus salary slips or other job documents of year 2015. It does not work like that. Three NOAs means Three NOAs of 2012,2013,2014. That’s it. Now you may try your luck by sending your Australian tax returns with cover letter for year 2013,2013. At worst your application will be rejected & return back.Try it & share your experience. A coop students may just untick point a & return your application. Or he may try to show it to supervisor. That’s is your luck. Remember 20 k to 50K applications for 5 or 10 k positions are already must be pending for them to check.
b> Next document is relationship of sponsor with sponsored. Birth certificate or class 10 certificate with father or mother name( basically whosever you want to sponsor). Mind it, you are not sponsoring parents. You are sponsoring only one person & his/her dependents & spouse. It is another matter that the sponsored person's spouse happens to be your mother in most people’s cases.
c> Next, sponsor’s relationship with dependents, with spouse a marriage certificate or common law form , with 18 year kid , his education & birth certificate etc
d> other travel documents like passport photocopies of your parents.
If point a,b,c,d are all TICKED by student. Congrats u come to fee section
here, be very careful with your fee section.
1> It is important if you have filled credit card info. Make sure credit card is valid for year or longer. I think that have instructions of its validity period , I will like to add that do not use it for next 3-4 months until CIC make use of it. Any loss of that card or online fraud of that card during that period or credit limit issues can result in rejection of your well send application due to fee issue. Also double check that the fee filled is CORRECT
2> if you are planning to give certified Cheque. That’s is another animal to tame. In pure financial terms . it is personal Cheque certified by bank. Most of the time people just drive themselves to bank and ask for issuing certified Cheque What they get is Money order or Banker draft. It is purely speculative if that will be acceptable mode of payment..
So be careful on that issue.
In the last I would like add , after 3-4 months , if you get email with application number. Go get beer & enjoy . You won the lottery. At least that is the feeling one gets -)…
