As per process correspondence should always goes to Representative otherwise what's the use of that form?
People who do not understand English or French always use Reps and they get all correspondence every time so it won't be anything different for PGP apps.

BTW I used my moms address (as she is in Canada on super visa for more than year now) same as mine (sponsor + representative) so question of sending correspondence anywhere else by CIC doesn't exist.

Didn't she already did medical for visitor visa? If she did I think that file is good enough for 6 months (Maybe year). You can do medical from anywhere as long as those docs are CIC approved. You can ask your doc to send the medical report to LVO or or ask your LVO to access the file because now most/all doc transfer your files electronically using the eMedical system.

Visitors for less than 6 months does not need medicals.

my mom was not asked for medical exam for her visiting visa.

I called CIC second time for change of address and this time was told with different answer! I was told because I am unpaid represtative, correspondence for my mom' permanent resident application goes directly to her! If I was paid such as immigration firm, correspondence would then come to me! I was asked to contact LVO to change address via Webform. Why CIC people say different things! I tried to ask that agent if I am the represtative for my mom and if my mom has an email address in their system, she turned me down all the time and ask me to contact LVO for any questions I have because the file has been transferred. Don't they share the same system? :mad:

FYI, but first of all, I should give credit to Rossei as I followed Rossei's instructions, It worked. Here:

That might be the reason for some folks here believe " No need to .. " and CIC agent says the same

I also called CIC and same as one posted here, -- twice. First time, the agent told me: The file has been forwarded to LVO, she sent me a link for LVO, that was all.
Second call the agent was able to take time to help me by asking other agents, searching answers online for the clarification. I was told any correspondence will go to representative ( sounds the same I posted what the website says), She says : "we saw you are on file as a representative, confirmed address in Canada and email as well. However, she says: If you want to be EXTRA CERTAIN you can go online to change it.

Then I thought the Extra certain is not bad idea, so back to ask ROSSEI how to change address online, and here is the instructions by Rossei:

When I asked her to verify it with my file number F000..... she didn't want to do it and instead asked my email address and sent me a link where I can check the status of the app online... Hm...

Hi 2016PGP, thank you for your reply. I have decided to use Webform to change my mum's address to mine.

For the question " did you submit a paper application to an office outside of Canada?" Did you answer yes or no?

Under "Applicant", did you put application number in file number box"? Did you input your parents phone number? Mine doesn't speak English so I think I shouldn't?

Under "Enquirer identification", do you input your info or just leave it blank attending parents are changing address for themselves?

You will see that, as of March 2016, there are 56,156 PERSONS (including dependents) waiting in the inventory for parents visas. The allocated number of parents visa for 2016 is 20,000. At the end of this year there will be approximate 36,000 persons waiting for parents visas (that includes new sponsorship applications for 2016). If the 2017 admission level remains at 20,000 minimum, it is very likely 2014 and 2015 batches will get PR Visa next year in the first half of 2017.

Are you kidding?

NDVO seems to be the fastest of all in requesting Medical/PCC/RPRF/other docs. Check the stats I put on for all 3 years (2014, 15 & 16) in 2015 SS Stat sheet.
