I didn't add a cover letter And no I have not received the first application

If cic accepts the application it never returns the
Duplicate one. They keep both applications in user file.

Congrats! I think you are located in GTA area and delivered the package at Purolator on 31st December, correct?

Yes, it was submitted to Purolator on Dec 31 for the same day shipping on Jan 4. At that time, I was aware of this option only and was not aware of local couriers.

As you live in GTA, there might be some other purolator driver or someone who worked for purolator delivered the package around 10ish.

I am from west coast and my package was delivered around 9:43 am and still the credit card has not been charged yet and there could be a possibility that the driver who delivered your package might be different from the driver who delivered my package and my driver might have delivered it late and time stamp might not be correct.

That's what I did and I got the delivery stamped at 9.43am as well...

I sent my application through UPS too. there seems to be something fishy about UPS time stamp. few others who submitted after UPS time stamp are getting charged. if UPS time stamp is wrong, does anybody have any idea about their correct time of delivery?

My application was sent through UPS as well and it shows "Out for Delivery" @715, "Delivered" @631. I called and asked them to investigate. Waited for 2 days and got a call saying it was correct. Told them unless the driver was able to travel back in time it was impossible to be delivered before it left the facility.

A couple more days got a new call explaining that, knowing it would be busy at CIC, they scanned the delivery while still in their facility to expedite the process. That's why it shows a random time (in my case 6.31). The problem in this case is that you have no idea at what time it was really delivered. All they could tell me was that it was delivered before noon as the driver was already back at noon. little comfort there but that's what we have...

It look like who uses purolator 9am delivery, Thier packages got deliver at 9:43 and those who uses same day delivery, thier packges delivered at 10:08, and all 9:43 time stamp from courier does not look correct becuase many 10:08 applicants getting charge before them unless CIC has some logic behind it

Yep, the courier time stamps are usually inaccurate. Only way to know for sure is to have credit card charged.

I think it could be related to the people processing... The Fedex signed by Tammy aren't all processed and a few of 9.43 were processed by her...
That's how I like to see it.

We will see if that theory works out.
