Generally it's not advisable. Usually it will make your application processing slower than if you waited and submitted a completed application. But if you think it's going to take 6+ months to obtain, you may wish to note this to the VO - that you cannot easily obtain these nor predict the timing of them, and thus you are submitting your information now before it goes stable and you will forward the PCCs as they become available. The PCCs are not required for first stage approval.
Note that criminal checks (PCCs) are not the same as security checks (performed by CSIS).

If they accept it as complete, yes. If they do not, no. That's the downside to submitting an incomplete application - implied status only applies for receipt of a
complete application. So you won't be safe until you get the AOR for the application. Once they give you an AOR, then you know they've accepted the application for processing.
