Timeline to apply for PR

Hi everyone. Require your help to understand when/how should I apply for a PR. I will be very grateful. As per express entry CRS score calculator, I have 441 points.

I have gotten admission to Ivey Business School in London Ontario. I was supposed to start this year but I deferred due to covid. I have an approved student visa
(with a stamp in my passport) till September 2022.

Now I will be starting college in March 2022 and it is a 1 year course.

When is the best time to apply for a PR ?

1) If I end up applying now - Will I be in trouble at immigrations as I will have a dual intent ?
2) Or should I apply my PR process when I land in Canada next year.

• It is processing at the Sydney NS office
• Criminality: In Progress
• Medicals Passed, valid until 21st July 2023
• Security and Eligibility assessments Not Started
• The application was last worked on, on Oct 27th if not more recently
• There is also a Nov 26th bring forward date for more work to be done on it

Can anyone who is an expert can predict how many more months I have to wait for PPR? A smart guess will be appreciated! Thank you so much!
