Nobody can really predict accurately until CIC start publishing their results. If you look at this spreadsheet though (of forum members here who have, or are in the process of, submitting their applications), you'll see 30 applications already for 2174, and baring in mind that only a small % of the total worldwide apps will be submitting their details here on this forum.

When we ran the 2010 spreadsheet our forum members represented about 2.5% of the total apps CIC received. If this ratio is true for the 2013 intake, this would mean there'd be 1200 or so applications for 2174 either sent or imminently being sent, and the NOC cap is only 300. Although any incomplete applications received will not count towards the cap.
If I were to guess, I would say that the application needs to be received in the next week or two to have any chance of getting within the 300 cap. It may already be too late.
But, I am just guessing!
