Never got any answer from the CEM folks on my inquiry on this, unfortunately. I was asking them which courier service they will use so I can look up if they have any authorized agents here in NS and then I can ask them details on delivery. You and I, and some others who sent PPs to CEM have the same question...
I think we will have notification when our PPs have been sent out, the courier service will inform us that we have a package plus the fees to paid upon delivery or before delivery. Similar to others like Fedex, if a package was sent with consignee pays (instead of shipper paying for the fees) then the courier first calls up, or informs the consignee that the package is ready for delivery, but shipping fees will have to be settled before delivery.
Or similar to Philippine Bureau of Customs - for your import to be released, you have to pay first the import fees
