I finally have words from my MP. they did investigate on my husband PR card why it isnt arrived yet after 9 weeks. well the MP told me they called the IRCC and everyone should recieved it 6 weeks after copr arrived. after that you have to do the solemn declaration for loss or stoling. which we did and they will follow up that with me in the next few days.

How many weeks it took your PR card to arrived in the mail?? oh sorry, i just saw your portal january 25/2024 and now you have recieved your pr card. that's right . the exact timing.
