Time Taken to Return Passport and CoPR

Express Entry applicant from US. I submitted my Passport on May 1 to CPC - Ottawa, and its been 8 weeks today that I haven't received any updates. Had to resubmit my passport photos, but even those were delivered on May 13. I've tried raising online inquiries through the IRCC web form as well as called their call center, but all of it to no avail. There have been no updates and it seems they are just sitting with my passport. Has anyone been through a similar situation or knows what are my options here to get my Passport back ASAP?

Did you try mailing the email address through whom you received request to resubmit the passport photos ?. Also, your application status after resubmitting the photos, has it changed ?

Yeah. I emailed the email address right after sending the photos with the tracking ID and couple of times later as well to ask for updates. No response there both of the times. There hasn't been any status update on the portal as well. I tweeted to CIC as well, and besides giving the web form link etc. they couldn't help at all.
