I applied for PGWP in 2017 but only got 2 years and 3 months because of my passport validity. In April this year, I applied for an extension of my PGWP passed the May 2020 expiry. I expected to get an additional 9 months on my new PGWP but today I just got a notification stating that my PGWP has been extended by only 4 months. I called IRCC twice and they all said that my time on implied status is supposed to be deducted from the length of the new PGWP. That just doesn't make sense. What do you guys think? On paper, I only got 2 years 7 months so far instead of 3 years. Do I have a chance for a second extension?

Why would it make sense for you to get a longer permit than you would have otherwise received solely due to your passport expiry?
So as of May 2020 you had 2 years 3 months, by October you had 2 years 8 months of work so were only entitled to be extended for the 4 months through to Feb/March 2021. A PGWP has a maximum validity regardless of any time spent pending a decision unfortunately thats just the way it is and it cannot be extended beyond 3 years.
I've read on here that time on implied status doesn't affect the length of renewed PGWP. Also, I spoke to an IRCC agent last month and he also stated that my PGWP will be extended by 9 months and implied status won't affect it. Now all this is happening, I'm confused on what to believe.
To me it make sense for implied status duration to not be deducted because at the time i'm on implied status, my permit is invalid so i'm working because the law allows me to (not because of my PGWP) while I wait for a response on my permit extension. The time I was on implied status is never stated on my PGWP document so just going off on what's written on my permit, it's still less than 3 years.

You were able to work in Canada as if you had a permit. You can't use passport expiry to get yourself more work authorization than you're allowed. That would make no sense.
You don't understand what i'm saying. No one said anything about using passport expiry to get more time than authorized. Read my comments again.
You were able to work as if you had a permit while under implied status. Therefore, if you were issued a nine-month extension, it would have the de facto effect of extending your period of work authorization beyond three years. Nothing about this is hard to understand.
