TIME OF VISA PROCESSING AFTER BIOMETRIC

Hi,
My company applied ICT for me. I am skeptical about the approval as one of my colleague got refusal. May i know on what basis they will approve or refuse.

They will approve your file only if they will not find any reson to reject it

I applied my visitor visa online on 7 dec 2018. Till 13 march there was no progress.
Then received msg to give biomatrics. But till 23 april did not receive INSTRUCTION letter.
Finally buomatric done on 29 april 2019.

Today is 11 May. Still waiting....
What to do next?

Send out passport on May 2nd
Received notification from VFS on May 8th
Received passport with visa back on May 11th

I have an apply for open work permit, my wife is a student in Canada. Still it is being 25 days I did not receive any message. nor positive nor negative. Visa application, tracking ID No. 2XXXXXXXXXXX9 has been received at the New Delhi OC VAC on 2019-05-07 03:57:12 AM GMT Standard Time and is on transit to the IRCC Office in New Delhi OC ,for processing.
