Yes I had no problem in submitting it early. If they request it they give u a month for submission and then start processing after the submission whereas if they already have it, they can start processing it straight away

For my spouse they had asked for his clearances while submitting his application itself. Later on they had just requested his RCMP.

I submitted RCMP in Jan 2021, I have no idea about background as whenever I call its the same, background check in progress
