Wow c'est injuste. Je suis pas d'accord. Ils doivent confirmer ta résidence permanente. C'est injuste.
Et oui! Ils s'en foutent. J'ai une amie qui attend sa residence depuis 3 ans. Sa confirmation de residence vient d'être expiré. Il y en a un qui attend depuis 28 mois,on vient à peine de lui demander un certificat de police, bureau de Mississauga.

Hi guys. I really hope someone can help me with this.

I have been trying to get my PCC from Kuwait by following all the guidelines provided by Kuwaiti Embassy in Canada.
After having sent all the required documents to Kuwait for someone to apply for me on my behalf, the certificate was still not issued.

Now the embassy has provided me an official letter stating that I've taken all the necessary steps to obtain the PCC but due to my circumstances, it was not possible to get the PCC (Since I've never had a fingerprint taken in Kuwait as part of my residency renewal 8 years ago). It's a requirement for someone to have had their fingerprints taken in Kuwait itself for past couple of years now.

So my question is, will this official letter that has the Embassy's seal which confirms that I can't possibly be able to get a PCC from Kuwait be acceptable for IRCC to overlook the PCC from Kuwait? They requested one from another country and I've already provided that.
I have gone through the process and was able to get a PCC from Kuwait. Message me and i will tell you the process

IRcc agent told that all other assessments are done.
How much time do you think it will take to get decision

I am applying on March 2020. I submitted CV last week. The progress bar is 66%.

The temporary public policy is in effect until December 28, 2021, and applies to in-Canada foreign nationals who

  • have submitted a new application for permanent residence or for a permanent resident visa or have a pending application for permanent residence and have not yet completed a new immigration medical exam
  • have completed an immigration medical exam within the last 5 years and were found to pose no risk to public health or safety, or complied with a requirement to report to public health authorities for monitoring, and
  • have not left Canada for more than 6 months in the last year to live in a country that has a higher incidence of a serious communicable disease than Canada, as outlined in the list of countries requiring an immigration medical exam
