Time line for family sponsorship for LONDON office

what is the average time for (stage2- after sponsor's approval) a husband (Canadian citizen) sponsoring wife and kids from pakistan?
"Timeline of Spouse Sponsorship for Pakistan Applicants" shows that stage2 take less than 1 year
but the CIC website shows that time for family sponsorship from london office is 28 months.

se sm1 help me. I sponsored my husband in december 2014 and received the approval letter in march 2015. After that in December 2015 I received an email from the cic saying Accordingly, the Application for Permanent Residence for your relative has been forwarded to the visa office in London for further processing. How long will it take now? And will they ask for a remedical? We sent the medical with the application papers in december 2014. I am a canadian citizen and I have sponsored my husband from pakistan. and Noo I received the AOR in march 2015 I have already received that after that In december 2015 I received another letter saying that they are processing the permanent residency application for my husband.
