Hiiii, i have three questions concerning outland spousal sponsorship,
1- in the genereic application form(imm0008) question number three (3) concerning the UCI is it obligatory to put it, because i applied for visitor visa before my marriage and it was refused and in the refusal letter i think they gave me uci number shall i put or it has no clue with it.

2- in additional dependents/declaration form (imm 0008DEP) even if i have no children i must fill it up or it's applicable to people who have children only.

3- additional family information(imm4506) i have only my parent and two siblings one under 18 shall i mention them on this application ?

If you have one that you know of, put it. If not, don't worry many people don't have one until later
2- in additional dependents/declaration form (imm 0008DEP) even if i have no children i must fill it up or it's applicable to people who have children only.
It's not applicable to you. You don't need to include it.

You have to list all your family member no matter their ages. That way if needed you can sponsor them later. Possibly.

Your UCI number is the same as in the visitor visa refusal letter so you should enter that as your UCI. Your application shouldn't be returned to you if you leave it blank (mine wasn't) but they can't later say you were hiding your refusal if you enter your UCI now.

"IMM 0008DEP - This form is completed by you, the principal applicant, if you have more than five (5) family members."

"additional family information(imm4506) i have only my parent and two siblings one under 18 shall i mention them on this application?"

Note that Section A asks for your mother and father and in section C they ask about your siblings. This is simply for information purposes.

No the IMM 0008DEP form is if the applicant has dependents that are coming with them. Not if they have more than 5 family members. It's a dependent form , not a family history form. I have 7 family members, none of which came with me and I was never required to fill it out. I also have a son and I was never required to fill it out.

"Not if they have more than 5 family members."

I was quoting from the checklist, but I can quote from cic.gc.ca as well:
"You can add up to five (5) dependants in this form. (IMM 0008)
...
If you have more than five (5) family members, you must complete the Additional Dependants/Declaration (IMM 0008DEP) form for each additional family member in order to include everyone in your application."

This is a classic example of how CIC confuses people with "family members" terminology, as they use "dependents" and "family members" interchangeably here.

The vast majority of people with children will be able to add these dependents to the standard IMM0008 form without using the IMM0008DEP form. The IMM4506 additional family information form where the applicant's parents and siblings are identified in addition to any children is another matter.

Most of what I read when I did mine is 'family member' (except for the family info page) is the person or people being sponsored. Since the family size and fees you pay is based on the family size listed on that page. Either way, they should be more clear on it. Rather than have someone fill it out that way and charge them and/or make them submit documents for people who have no intention of coming. On your CoPR it lists how many 'dependents' you have, I have seven family members including my son ( A Canadian) listed as my family ( Mom, Dad, siblings, my son), not one of them are listed on my CoPR under 'dependents' so honestly, I still don't think that's the right form to fill out since 'dependents' seems to mean something else. But maybe I'm wrong. When I sent mine, all of them were listed and I never had problems. However it's likely not unheard of for someone to sponsor a family of several people so then more would be needed. But either way, it's very confusing and I'd be the first to admit when I'm wrong.

ependant(s)

You, the principal applicant must answer each question on behalf of each of your dependant(s).

Note: Remember that all questions in this section are about your dependant. You must include your spouse or common-law partner, if applicable, and all of your dependent children, and those of your spouse or common-law partner, who are not already permanent residents or Canadian citizens.

You can add up to five (5) dependants in this form. (IMM 0008) (PDF, 499.53 KB)

To add a new dependant to the application, click the “Add Dependant” button, located at the bottom of the page.

To remove a dependant from the application, click the “Remove Dependant” button.

If you have more than five (5) family members, you must complete the Additional Dependants/Declaration (IMM 0008DEP) (PDF, 434.37 KB) form for each additional family member in order to include everyone in your application.

Note

Important

You must list all family members in your application for permanent residence, whether they are accompanying you to Canada or not. You must also provide details on family members whose location is unknown (including those missing or presumed dead). If you don’t, you will not be able to sponsor family members at a later date if they are not listed on your application.
Dependant's Personal Details

Questions 1-9

Questions 1 to 9 are identical to the questions you answered for yourself. Refer to the previous instructions to help you answer the questions for your dependant(s).
Question 10

From the list, select your dependant’s relationship to you, the principal applicant:
Adopted Child
Child
Common-law partner
Grandchild
Other
Spouse
Step-Child
Step-Grandchild
Complete if you chose “Other”

Question 11

Check the box to indicate whether or not, your dependant will accompany you to Canada.
If you answered “No”, provide the reason why your dependant is non-accompanying.

Question 12

From the list, select the type of dependant:

Type 1
The dependent is under the age of 19 and single (not married and not in a common-law relationship).
Type 2
The dependent is 19 years of age or older, has been financially dependent on a parent since before the age of 19 due to a physical or mental condition.

The following types of children are for applicants who started an immigration process before August 1st, 2014.
Type A
The dependant is under the age of 22 and single (not married and not in a common-law relationship).
Type B
The dependant has been continuously enrolled in and in attendance as a full‑time student at a post-secondary institution accredited by the relevant government authority and has depended substantially on the financial support of a parent either:

since before the age of 22, or
since marrying or entering into a common-law relationship (if it happened before the age of 22).

Type C
The dependant is 22 years of age or older, has depended substantially on the financial support of a parent since before the age of 22, and is unable to provide for himself or herself because of a medical condition.

Additional Dependants/Declaration Form (IMM 0008DEP)
Who must fill out this application form?

This form must be completed by:

You, the principal applicant, on behalf of each of your dependants not included in the Generic Application Form for Canada (IMM 0008).

The questions are the same that you answered for yourself and other dependants on the IMM 0008.

So based on IMM 3999, unless OP is referring to additional family ( dependent children). They wouldn't fill out this form.
