Information on how to apply for a study permit is in the link below. To be approved for a visa, you musts be able to show that you have enough funds saved to cover the first year tuition for your studies, plus $10,000 in living expenses.

If you don't have any money then it's unlikely it will be possible for you to come to Canada.

The only option I see for you is to apply and be accepted into a Master's program in Canada and to have the university full fund your studies and living expenses. You will need to contact the schools you are interested in attending to find out if they offer this level of funding for international students and if you qualify.
