1. Yes I saw that in the tracking Spreadsheet but my question was referring to "After the e-Medical step" since they no longer ask for upfront Medical test nowadays.

2. I am planning to settle in Ottawa as requested. is there a way to ask them to move my file to Ottawa VO instead of LVO. Ottawa is half time processing ?;)

1. The averages have been taken as per last 20 decisions, however these applications were submitted under the old rules/processing times of 13 month for UK visa office. You never know they might speed up processing of files applied after Dec 2016, however 80% cases will be processed by 31st Dec 2017 as per cic website.

2. Nope, it is upto the discretion of CIC, where they transfer your file.

Hard to say at this point - most of the data we have on timelines are from old-style apps, where the medical was upfront (and was about 8-9 months through London for western European apps). Depends how much of the workload is before/after it now.

No, you can't choose your processing office. If we could, everyone would go for Ottawa ;)

Yes thats is true (as per spreadsheet averages) for UK/European nationals:
London Visa office is processing in 7-8 months
Ottawa Visa office is processing in 4-5 months/
 
And to add to MM's distributions - that's always been the case (or, at least, since the last major change).

The published time to process is (1) for all applications through that visa office - so 'UK citizens married to a Canadian' are lumped in with 'Pakistani citizens married to a Canadian', the former are processed quicker than the latter, but the published figure is for all of them, and (2) the figure given is not an average, it's for 80% of applications to be completed in that time or less.
 
Applications of Pakistani nationals processed through London visa office take longer to process. Spreadsheet shows an average of 9 to 11 months.
 
I /We submitted application on mid-January 17 while my wife was still PR. She obtained her Citizenship last March (3 mths after).
- Shall I send an informative message to CIC in this regard hoping that her new status would help me speed up the sponsorship process ?
- How/Where to pass such msg update in ECAS which they probably have in their database but may require an update in my case ?

The spousal application process is the same. There is no difference if the sponsor is PR or citizenship. IRCC will already have this information in their records and I see no reason to inform them.

I highly doubt that the new process of requesting the medical after the submission of the pack will make any difference to historic turnaround times. I suspect the reason they changed this from the original up-front submission was because of the number of extensions they were having to give because medicals are normally only valid for one year.

No way whatsoever you can influence where they send it! It too put my target place of residence as Ottawa and of course we got sent to London!

My lawyer told me that may take 60 to 90 days to receive the notes, is that correct?

It takes 31 calendar days. :) Do keep us posted when you get them in mid-June. :)
