I received my GCMS notes today

Status Date: May 23, 2013
Eligibility Assessment Status: Recommend Passed
Bring Forward Date: Feb 2014!! :-\

Can someone please explain these three? Does this mean a visa officer will not look at our file until Feb 2014?

I'm not too sure. Eligibility Assessment Status - it looks like before a thorough assessment and decision on your file, there is no apparent reason for concern about the nature of your relationship. That's rather good news.
Bring forward date is strange though - I wouldn't rely too much on it. The notes are not always reliable - on mine, there was a few mistakes that were corrected at a later date, so that might be the case with yours.

because your sponsorship was done in February, I think that they have "technically" until February next year to finish your file (11months posted on the website for London). However, they probably have opened your file already (as there are notes about the assessment on the 23rd May) - so I would think that they have already started assessing your file, they are probably working on background checks, and hopefully will finish it before next year in February. At least - that's my understanding of the notes, but of course - I could be completely wrong!
 
Can anyone tell me how long it takes before ecas shows "Decision Made" , until you actually know the decision ?

I have heard of people not seeing it change until after they have actually received their confirmation letters. Mine has updated this morning too...talk about slow coaches.

No, they have requested that I do another Police Certificate. I take it after 1 year they like to have it redone...

you will only know when you get the COPR in the mail. For most people, the COPR gets mail the day ecas turns into DM. If you're in the UK, then allow 3 to 5 days to get it by post... if you're in Canada, more like 10 days....
But - if you have not been asked for an interview or more documents, then it's a positive decision - they would not deny you without asking for more information....
Last bit of waiting, and then you're done!

OMG, I went to check my ecas and I'm actually in process!!!!!

There it said I went in process on August 6! Can someone update the spreadsheet, thank you!!! :)
