Okay, first, regarding processing offices.
This was discussed back in 2013 when the whole Islamabad thing started, and two immigration consultants and a retired CIC visa officer weighed in with their opinions. Basically there *is* a method that is used to determine which application goes where, and it's likely based on whatever internal system they use to manage and track case loads. For example, if Mississauga has approved a lot of applications recently, then the next SA applications through will go to Mississauga. If an office is lagging. Other streams opening up also means certain offices have bigger work loads, so applications sometimes get rerouted based on those other streams, and so on and so forth. There are a number of factors that weigh into an officer's decision, but ultimately it is down to the officer's discretion on which office gets the app based on those different factors. We simply don't see those factors on this side of the fence, so lay off.
Second, regarding CL vs M.
Again, this has been debated/discussed with the retired visa officer, who pointed out that actually CL applications are WAY easier to process simply because the burden of proof is so much greater than with married applications. You have to provide so much additional evidence if your relationship being genuine that it's pretty hard to fake it. Way more rejected applications are married applications.
And btw, implying that arranged marriages are more likely to be disingenuous is both ignorant and incorrect, it's simply the norm in some cultures, and there are plenty of people who have been married for decades who were matched up through arranged marriages.
Moving on from all that now as it just angers me.

I thought they will send me an email, but it says I will receive in mail.
Problem is I just moved to a new address, I did update my address online but it not worked (changed on April 3, 2015 and online shows my old address). Not sure if the mail will be delivered at my old place or my current one. Bit confuse about what to do.. any idea how can I solve?
As others have said, you should be able to find out from the call centre within a week or so if you haven't heard anything.

From my google and forum search it appears to have been Vegreville and now is Mississauga (someone correct me if I'm wrong) of inland. Looks like he really really needs his notes to confirm that LVO is processing his applications as Outland ever though he applied as Inland. If they are processing him as Outland, then why is it taking so long.
I think it was late 2013 that inland applications stopped being sent to Vegreville and were changed to be sent to Mississauga instead. However, I've never heard of an inland app being sent to London... that's certainly weird. If the MP hasn't been able to get anywhere, though, it might be worth him sitting tight...
