In India Police clearance certificate is valid for 6 months only and your spouse can obtain PCC from the passport office, where his current passport has been issued and as per my knowledge
CHC never demands for a new PCC even if processing takes over 6 months.
Well regarding Australia PCC let me clarify you clearly that CIC/CHC accepts PCC issued from Australian Federal Police only and not other agencies i.e Certificates issued by the state police authority or other agencies or not acceptable and it will be rejected.
You have to submit Australian Federal Police National Police Check (NPC) Application Form to obtain PCC and your spouse can obtain the form from the the Australian Federal Police check at:

Well Amira Mais its not that much hectic to get UK PCC, just download the undermentioned form and apply accordingly with the requisite fee & self addressed envelope and within a month your spouse will get his UK PCC.
