Interesting thoughts.
Considering that NDVO has to give 8000 FSW visa and half of them would be the Post June i,e MI-2, MI-3 and MI-4(yet to come), than half of them will be Pre-June.
In my opinion most of us who are in process will get visa this year and the rest will get it next year.
Secondly refund, etc at least in this case is routine work(i.e. don't require brain power) and can be done by a clerical person or can be outsourced.
But evaluating an applicaiton requires special skills.
Hence I feel that refunding etc won't affect us.

Can we consider this delay (again after a delightful "in process with date" phenomena) is because all VO's will be doing the refund process and sending letters to the pre-Feb 2008 applicants. Because CIC knows that it was injustice what they have shown towards the pre-feb 2008 applicants and they won't delay anything again atleast for the refund in their cases.
And we all know that when things start working again (fresh medical/passport requests), post june-ers will again get priority over us. So a movement in our files can take probably a few more months.
But logically thinking do we really have to wait till 2013. We are still in the beginning of 2012 and inventory is going to come down like anything.
