If you are in Canada when you get your PR, you have to go to the nearest border crossing with US and make an exit from Canada. You have to inform the officials that your intention is not to enter US but to make a uturn and land in Canada. They are well familiar with this jugaad and will oblige you. Just last week one of my friends did this from Kingston.
Your duration of residence while studying is taken into consideration, probably half day power day. My colleague submitted his application for citizenship without completing full residency because he had to come to Saudi however his study period was considered and the citizenship judge called him and chatted with him about household matters (probably to make sure that he is real) and granted him citizenship later.

I have a question regarding paying the Right of Permanent Residence Fees to Paris Visa Office. I want to pay by bank draft as I am not confident about bank transfers from Saudi Arabia. They mention in their email that

"By bank draft or certified cheque drawn on a Canadian bank and made out to the Canadian Embassy."

Does this mean that the name on the bank draft should be "Canadian Embassy" and not "Canadian Embassy in Paris" or something like this? Has anybody had experience with sending a bank draft with this name?

I will greatly appreciate your help.

I had thought so as well. I have been paying fees in the name of receiver general but the email from PVO confused me.
