Great, is it possible that any employer will hire H1B visa holder who do not have PR or work permit?
I can visit Ontario state to join this fair if but they hired and sponsor outsiders!!!

Sorry for late reply,
Yes they do some time, but I can't say that in particular jab fair recruiter will do it. Before you can visit the Ontario better to call the recruiters or organizer and check with them then you can decide to attend the Job fair. I know for sure many IT jobs where they do not require the physical attendance they are hiring the employees and they are working all over the world.
