I dont understand why CIC transfers file to other visa offices ...I am based out of India and my file is processed at Ottawa ....how can ottawa take a decision on an Indian Applicant and how can NDVO decides to take any decision on inland applicant like you ...they really need a Process Re-engineering to avoid cases like ours.
