I am now almost 8 months since aor and no communication as yet from ndvo where my file is right now. My notes will be received in the first week of December hopefully not sure what's happening there. Is writing a mail to them a good idea? I have read they don't reply.

Mention file num , UCI num, surname name , and Date of birth ...
 
Do they reply? I am also awaiting gcms notes so that I am able to see what exactly is pending and enquire accordingly. But it will take some days and I am getting restless :(

Yes they do majority of time . I got the reply ..but don't know about others . In the subject just mention your file number that's it .

You and I applied on the same day, I emailed twice, once last week and once 3 month ago. I will show you exactly what they will tell you if you email

I want to ask guys, when can we sue for writ of mandamus? How long is an "unreasonable" wait time? More than 6 month? more than a year? More than 18 month? At which point does it become an option?

A year is very reasonable to sue
 
You mean reasonable as a wait time as in we can't sue, or reasonable as in we can sue?
A year is double their average commitment, so it’s reasonable to sue after a year post AOR

gcms requests are not handled by visa offices. ATIP division of IRCC is responsible for gcms notes and if they need time beyond 30 days, they are bound to xplicitly mention that they are taking an extension.
The ATIP division will email the company/individual about the extension. It is the responsibility of the company (who ordered it) to inform the individuals about the extension.

I have seen people getting PPR after 24 months. I got PPR exactly on 13 months. I would say just wait.
