Hey guys, I just want to bring up a discussion over the PPR since many of us here is awaiting for the mentioned document and no sign of it for weeks...
(Please understand that what I am bringing here are mere speculations and I have no means of giving proof of my ideas, therefore feel free to jump in and agree or disagree with what's been written
)
My ECAS shows Decision Made since June 26. I know for a fact that a "favourable" decision had been made on my application on June 24, as per information provided by 2 different CIC phone agents (calls were placed 1 week apart)
Both agents mentioned something rather interesting that brought up several questions in my mind. When I asked when my PPR would be issued and why it was taking a while, considering that a "favourable" decision had been made, I was surprised by their answer...
- Sir, we are not ready yet to issue you a PPR, but you should expect a letter from the officer very soon. It could take from 3 days to 3 months, I cannot tell you the exact date as of when your letter will be issued.
"(...) we are not ready yet to issue your PPR(...)"
What would that sentence mean? Why wouldn't they be ready? What could have caused immigration to not be ready to issue my so wanted PPR... questions... questions... questions...
Reason #1
Immigration is limiting the amount of PPRs issued in a determined period of time to not overload the boarder offices with landing procedures from inland and outland immigrants. (Remember that the PPRs we see here in the forum probably represent 1/10 of the total amount of PPRs issued)

Due to the PanAm games (happening in Toronto as we speak) and the amount of athletes and visitors requesting visas and coming into the country in this short period of time, the processing time for visas, permits and etc has been stretched out to support the PanAm related visitors.

Immigration is rushing to reduce the backlog from the old process and issuing PPRs for the 2014 PR applicants and holding back some of the 2015 applications since they, in theory, have 6 months to fully process our applications. So as of July, if CIC had only processed the applications received from January to mid February, they would still be, in theory, within their promised 6 month timeframe.
