contact your university and see if they can offer you extension.some universities allow student to join 20 days late if that is not an option ask for deferral.

yeah,starting date of your classes don't effect visa.you'll just have to ask for extension or deferral depending on how much time visa processing will take.

LOA from university (offer letter) gets expired on a specific date. If vo process our file after that, then can he reject the visa ?

It depends on when you apply.if you applied on time then he won't reject on the basis of that but if someone applied late it might be a problem.
