There is no Canada Visa Issuance office in Afghanistan. Every Afghan has to submit their passport to the canadian high comission in islamabad/pakistan.

so e.x if my wife submits her passport in pakistan for the canadian visa.. Then how does she live in pakistan without any passport? or how does she re-enter pakistan with out a passport? Alot of Afghans are facing problems because of this, kindly address the issue..

are we able to authorize someone on behalf of my wife to pick the passport?

You should send her passport by courier or VFS.

My wife is in Indonesia.

Passport is processed in Singapore.

Same thing.

Many countries by law cannot send passport outside their countries of residence.

Does her "country rules" allow her to send passport outside the country? You can check with VFS, and if so, she could send passport through courier.

The problem is not sending it through courrier. The problem is picking the passport after submitting? They won't issue the passport unless it's the owner of the passport.. and if the passport has already been submitted with the visa office.. how to travel and pick it up?

Just include a return self addressed FedEx (or other courier company) envelope so when the passport with visa is ready they can send it back to the applicant/passport holder.
