When checking status of your application, there is a message that they are currently finalizing application received in the week of May 12 and 18, 2019.

Looks like a general message and not country or Visa Office specific.

I guess they're just being honest or want less calls because it's been saying 12 months forever. So since they're outside of that they're reflecting it now.
