The wait time is based on "Date of Transfer from Nova Scotia" or "AOR Date"?

My application was transferred from Nova Scotia to Buffalo on Nov-2009 and I submitted the documents to Buffalo in Feb 2010. I got the AOR from Buffalo in April-2010.

My question is that the average wait time for the next step (status change to In-Process) starts from Nov-2009 or April-2010? Basically, you're given 120 days to submit the documents. Does your place in the queue change based on whether you send your documents in the first 30, 60, 90 or 120 days? Or does it stay the same, and is based only on when Nova Scotia transfers your application to the local consulate?

Any ideas?

Its does make the difference if you send it earlier then 120 days, the sooner you send the sooner the start the process on your application.
